The District of Sechelt (the “District”) is requesting Proposals for the supply, delivery, training, and implementation of budgeting software for the municipality. The successful implementation of a solution that streamlines the budget data and information preparation, collection, analyses, manipulation, formatting processes and minimizes administrative overhead. 

1.1.Software Requirements
Provide a system to meet the technical and operational system requirements as outlined in the Information Technology Infrastructure section on the previous page.
1.2.System Implementation
The Proponent must describe the methodology that will be taken to implement their proposed solution including all assumptions and the roles and scope of responsibilities for the Proponent and the District of Sechelt during implementation. It is expected that the Proponent will provide:
• Software implementation and configuration
• Implementation planning
• System design, configuration, and testing
• Implementation support through go-live and completion phases of the project with a transition to the Proponent’s standard support.
Proponents are to provide a proposed implementation plan and schedule as part of their proposal.
1.3.On-premises
Proponents should propose only a cloud-based software solution. Cloud based solutions must use a Canadian data centers.
1.4.Data Migration
Proponents are to include services to migrate data from the existing excel spreadsheets, budget info and historical financial data from Vadim and employee salary and benefits from Dayforce to the new Budget Software.
1.5.Training
The Proponent must include a proposed training strategy defining the approach to be used for solution training. Training can be delivered preferably on site, but, if necessary, over a remote Internet connection and is to include accompanying documentation in electronic format for future reference.
1.6.Support
Proponents are to provide a copy of their standard support agreement and identify the main points of their standard Support Level Agreements (SLA).
1.7. Licensing
Proponents are to provide an overview of the key features of their software’s licensing agreement. It should comprehensively identify the proposed software’s licensing model and fee structure, describe the basis for licensing, and identify any additional licensing requirements.
Implementation Plan
Provide an implementation plan and accompanying project timeline that enhances the likelihood of a successful implementation occurring with a mutually agreed upon timeline.
