The District of Sechelt (the “District”) is requesting proposals for the provision of an Asset Management (AM) Plan for the Water Resource Centre (WRC).

SCOPE OF SERVICES
The primary objectives of this assignment are:
- To compile an asset inventory that the District can use for renewal projections;
- assist District staff in identifying industry standard asset categories and subcategories;
- to assign expected service life, replacement cost, current conditions and criticality rating for each asset;
-  to identify assets that have reached the end of their expected service life;
- to identify renewal timing, and to estimate long term infrastructure renewal plan required for the next twenty (20) years;
-  through strong collaboration with District Staff, provide sufficient information and knowledge transfer to allow Sechelt staff to build, adopt and utilize the methodology to continually update the plan; and
-  to recommend projects that dovetail into the five-year capital plan and to the soon to be completed Sewer Model and Master Plan.

Included assets are found within the WRC building footprint and property.

The successful Consultant will work jointly with District staff throughout the project to ensure a high-level capacity building with District staff. This project will develop a prioritized list of wastewater treatment and disposal asset replacements based on age, condition, criticality, and risk as defined in the methodology described below. These results, when combined with the District’s other Asset Management work will form the basis for developing a prioritized capital plan.
